28 Years of In-House Manufacturing: How Meidi Medical Handles OEM and ODM Customization for Medical Wiping Paper

2026-09-18

Shandong Meidi Medical Products Co., Ltd. has consolidated and published the customization system behind its OEM and ODM business. Founded in 1998, the Jinan-based manufacturer keeps R&D, sampling, production, sterilization, packaging, inspection, and delivery on one owned chain, and offers brand clients everything from a 100-SKU catalog selection to full custom development.

The company does not describe itself as a trading desk. It runs a 5,000 sqm GMP Class 100,000 cleanroom, 15 automated high-speed production lines, four in-house sterilization processes, and a joint laboratory with Qilu Hospital of Shandong University. For brands that need their own label, own size, own sterilization level, or own packaging, that ownership is the part that matters.

A source factory, not a trading company

Meidi started in 1998 as an agent for imported medical care paper. A hospital operating-room nurse told the founder something that stayed: imported paper was good but cost several yuan per sheet, beyond a department's budget, while domestic paper shed lint badly. That remark led the company to build its own line in 2003 and move from trading to manufacturing.

Today the base covers nearly 10,000 sqm in total. The cleanroom holds 5,000 sqm at GMP Class 100,000. Fifteen production lines can run at the same time without mixing orders, with output at 170 cubic meters per day. Four sterilization lines (irradiation, ethylene oxide, high-temperature, and quaternary ammonium) sit inside the factory, not at a subcontractor.

The OEM process: seven steps

Meidi runs OEM projects through a fixed sequence, so a brand knows where its order stands at each stage.

  1. Upfront confirmation. Use case (hospital department, medical channel, or export), category, minimum order quantity, lead time, budget, and specifications.
  2. Packaging and product customization. The full customization list is below.
  3. Sampling and approval. Physical sample, check paper, thickness, print, and size, revise if needed, sign off, then contract.
  4. Factory scheduling. Raw material cutting, printing, folding, rewinding, embossing, softening, and packing.
  5. Inspection and balance payment. Full outgoing inspection for tensile strength, grammage, color difference, seal integrity, and count, then settle the balance.
  6. Logistics. Full truckload for large orders, LTL or courier for small and mid-size orders, certificates and inspection copies included.
  7. After-sales and reorder. Design files are kept, and reorders skip the plate fee. Long-term clients get priority scheduling, lowered minimum order quantities, and tiered pricing.

R&D and process behind the customization

Customization is only as good as the process under it. Meidi holds 18 patents plus two invention patents in progress, with nine enterprise standards and a portfolio of registered trademarks. Two in-house technologies matter most for brand clients.

The 5C cleanroom technology covers dust removal, mite removal, odor removal, antimicrobial action, and harmful gas removal in one system. The crystal embossing technology, developed in house, increases single-pack volume by 20 to 30 percent and compression resistance by 10 percent. Embossing itself adds 20 to 30 percent thickness and 15 to 30 percent liquid uptake.

The joint laboratory with Qilu Hospital of Shandong University supports ongoing development of antimicrobial, low-irritation, and degradable medical wiping paper. Work on biodegradable bio-based material is in progress.

Four sterilization methods, one internal standard

Method

Process

Typical use

Irradiation (gamma or electron beam)

Physical sterilization at room temperature, SAL up to 10⁻⁶

Neonatal, dialysis, allergy-sensitive, laboratory

Ethylene oxide (EO)

Low-temperature gas, fiber-safe

Operating room, ICU, aseptic preparation

High-temperature

450°C high-pressure steam plus UV

CSSD, general clean zones

Quaternary ammonium

Long-acting antimicrobial treatment, over 365 days

Tray paper, frequent dispensing

Across all four lines, the internal bacterial limit is held under 5 CFU/g. China's national standard is under 600 CFU/g, so the internal limit is roughly 120 times tighter. The company's enterprise standard sits at under 200 CFU/g.

Compliance and certifications

  • Systems: ISO 9001, ISO 14001
  • Products: CE marking, FDA food-contact certification (United States), EU AP approval
  • Production: Class 100,000 GMP cleanroom, Disinfection Product License, Medical Device License, Class I medical device production qualification
  • Recognition: National High-Tech Enterprise, technology-based SME, provincial innovative SME

Capacity and delivery

Manufacturing is spread across five sites. Jinan handles cut-and-fold medical wiping paper. Mancheng in Hebei supplies tray paper and roll base paper. Yangzhou in Jiangsu handles composite processes. Yiwu in Zhejiang supplies non-woven base material. Shenzhen runs promotion and operations. A brand can therefore place folding, composite, and base-material work inside one coordinated chain rather than sourcing each step separately.

FAQ

Is Meidi a factory or a trading company?

A source factory. It was founded in 1998, runs a 5,000 sqm GMP Class 100,000 cleanroom and 15 automated lines, and completes four sterilization processes in house rather than outsourcing them.

What is the difference between OEM and ODM at Meidi?

OEM covers 100+ existing SKUs with fast small-batch sampling, plus packaging, production, and dispatch in the GMP cleanroom. ODM adds agency, private label, and tooling, with the full design chain and custom size, sterilization, and packaging for brands that lack in-house R&D.

What can a brand customize?

Logo printing, cartons and outer packaging, product labels, shipping cartons, barcodes, multilingual printing for export labels, and the supporting certification documents. Size, grammage, ply count, fold type, and sterilization level are also open.

How do samples work?

Stock samples are free with the buyer covering freight. OEM samples carry a sampling fee, which is fully credited against the bulk order once it is placed.

How is a payment structured for a custom order?

50 percent production deposit, then 50 percent balance after inspection passes and before shipment.

Does Meidi outsource sterilization?

No. Irradiation, ethylene oxide, high-temperature, and quaternary ammonium lines all sit inside the factory, which keeps the traceability chain unbroken.

What certifications can a brand reference in tenders?

ISO 9001 and ISO 14001 systems, CE marking, FDA food-contact certification, EU AP approval, the Disinfection Product License, and the Medical Device License. Meidi provides the supporting tender documents.

How many brands has Meidi served?

The company serves more than 1,500 partners at home and abroad, including more than 300 Grade III hospitals in China, and exports to over 80 countries. It has served OEM clients since the 2016 to 2018 period.
